"A strategy game released in the early nineties that was pretty much a Civilization clone, except your most powerful unit was a hot air balloon that dropped bombs. The only mention of it I've seen online is on tvtropes on the youknowthatshow/videogames page, under the unsolved listing. You had to research cloth before you could research cotton before you could get silk, then you had tons of stuff to research before you could get the rest of the balloon ready to be built. That's one thing about the game I remember well, the tech tree was very complex. This game was more fantasy, but you could still develop gunpower and cannons, and eventually work your way up to hot-air balloons. Nah, that's more modern bi-planes and stuff. Was sprite/bitmap based, but had very crude and simplistic early 3D when you checked out buildings, like Warehouse, Barracks, etc.
Had 3-4 seasons, I remember there being a spring, summer, and fall, but I don't remember if it had a winter it counted. 4x isometric view, like Civilization or something. Four players at once, usually did me VS 3 CPU's This game is either extremely obscure or not called Pac Man 2.
